Exhibit A <br /> Detailed Scope of Services <br /> Brush College Road at Norfolk Southern Crossing <br /> Study and Phase I Documents <br /> Task 00100—Collect/Process Traffic Data <br /> URS will wark with the City to collect the necessary existing condirions data to complete the traffic analysis. <br /> The following data will be collected: <br /> 1. 24-Hour Counts -The City of Decatur will install traffic counters to collect 24-hour counts, vehicle <br /> classification, and travel speeds for a 24 to 30 hour time period. Traffic counters will be placed at <br /> various locations (northbound and southbound) on Brush College Road and along the ADM research <br /> plant driveway to record entering/exiting vehicles. Attachment 1 of Exhibit A displays the <br /> anticipated placement of the traffic counters (permission from ADM will be obtained prior to placing <br /> these two counters). After collecting the counters,the Ciry will download the traffic data,process <br /> and provide it to URS in Excel format. [Note: It is important that the data collection process take <br /> place while school is in session.] <br /> 2. Intersecrion Turning Movements -URS will use the consulting firm of CrawPord, Bunte, Brammeier <br /> of Glen Carbon, IL to assist with the collection of intersection turning movements, using 15-minute <br /> increments, at key locations along the Brush College Road corridor. URS will provide six(6) staff <br /> members to assist CBB with the counts. Attachment 1 of Exhibit A displays the key <br /> intersection/driveway count locations. The a.m. and p.m.peak hours will be identified by collecting <br /> three hours worth of data(three-hours a.m. and three-hours p.m.) at the intersection/driveway <br /> locations. The major intersections at Faries Parkway and William Street will be used to determine <br /> when the one-hour a.m. and p.m. peak hour occurs which will be needed for the level of service <br /> analysis. URS will coordinate with the Ciry and the employers in the area to be sure we are <br /> capturing any shift changes or other unique travel patterns that might impact the peak hour travel. <br /> 3. At-Grade Rail Crossing Activity-Given that rail crossing activiry is not always scheduled, URS will <br /> need to work with the City and the major employers within the study area to identify an appropriate <br /> estimate of at-grade rail crossing delays. On the day(s) of the data collection, any train delays will <br /> be recorded by time of day and the duration. <br /> 4. Signal Timing/Phasing-The City will provide URS with the intersection signal timin�s/phases for <br /> the intersections at Faries Parkway and William Street. In the case of Faries Parkway, the City will <br /> also provide the signal timing/phasing that occurs when a train is passing through the intersection. <br /> Task 00120—Tono�ranhic Survev <br /> URS will perform the following tasks: <br /> 1. A detailed topographic survey outline will be prepared. <br /> 2. The following will be performed as part of roadway survey work for the project: <br /> A. Establish horizontal control throughout the project and cross roads and tie to State Plane <br /> Coordinates and Ties <br /> B. Establish vertical control. <br /> Scope 6-4-10 A-1 <br />
