Program Goal 1: Concentrate enforcement on the small number of individuals or groups of <br /> individuals responsible for a large portion of crime. <br /> Objective 1: Identify the individuals and geographic areas with higher levels of crime <br /> and drug activity. <br /> Objective 2: Schedule hirebacks during times and in areas when crime and drug activity <br /> is at its peak and arresting the individuals or groups responsible. <br /> Program Goa12: Purchase one-hundred(100) X-26 Taser cartridges <br /> Objective 1: Identify the most effective and efficient means to utilize X-26 Taser cartridges to <br /> ensure the cartridges are available on all shifts. <br /> Objective 2: Utilize the Taser cartridges in conformance with department policy to apprehend <br /> violent offenders which will lead to fewer injuries to the offender and the involved officer. <br /> Program Goa13: Purchase two VARDA units. <br /> Objective 1: Identify a business or residence in a neighborhood that has had numerous <br /> burglaries. <br /> Objective 2: Set up a VARDA unit in that business or residence that has a high likelihood of <br /> being burglarized. <br /> Program Goa14: Purchase 12,000 simunition training cartridges. <br /> Objective 1: Simunitions will help officers improve firearm skills and gun fighting tactics. <br /> Objective 2: Simunitions have become a part of training and allow officer's scenario based <br /> training and training on force on force encounters. <br /> V. PROGRAM STRATEGY <br /> Identification of individuals or geographic areas where hireback patrols will be deployed <br /> by utilizing information collected from the crime analysis unit, records, police reports, Uniform <br /> Crime Reports and officer and citizen knowledge. Once individuals or areas are identified for <br /> enhanced enforcement activity 1003.86 hours of hireback patrols will be deployed consisting of <br /> two officers per patrol with each patrol lasting a minimum of 4 hours. <br /> One-hundred (100) X-26 Taser cartridges will be purchased enabling the Decatur Police <br /> Department to deploy more Tasers on all three patrol shifts greatly expanding the non-lethal <br /> capabilities of the Department. Each X-26 Taser cartridge costs $23.95. The Decatur Police <br /> Department will purchase 100 cartridges for a total cost of$2395.00. <br />
