II. REVIEW OF PROGRESS MADE <br /> The Justice Administrations Grants have enabled the Decatur Police Department to focus <br /> additional enforcement efforts in areas of where crime is more prevalent and where crime has <br /> had a negative impact on the citizenry. Bicycle patrols, gang suppression units, traffic <br /> enforcement and additional motorized are all examples of how hirebacks are used. Hireback <br /> patrols have made an impact in areas where they are deployed. <br /> The Justice Administrations Grants have enabled the Decatur Police Department to <br /> purchase X-26 Tasers and cartridges which have greatly expanded the use of less-lethal <br /> technology thus reducing not only injuries to officers but also injuries to citizens. <br /> The application for the Justice Administration Grant 2010-H5085-IL-DJ will be <br /> forwarded to the Decatur City Council for review by the governing body of the City of Decatur. <br /> The application will also be forwarded to the Macon County board by Macon County Sheriff <br /> Tom Schneider. A public meeting will also be scheduled to provide the public the opportunity to <br /> comment on the grant application. Notice to the public will be done by placing an advertisement <br /> for the meeting in the local newspaper the Decatur Herald & Review. <br /> III. STATEMENT OF PROBLEM <br /> The philosophy of the Decatur Police Department has been to concentrate hireback <br /> patrols in areas where they will have the most impact. This philosophy has enabled the Decatur <br /> Police Department to have a greater impact on identifying and arresting the individuals or groups <br />' who are most responsible for criminal activity. This makes the neighborhoods safer, creates a <br /> positive environment for the citizens who live in the specific neighborhoods and enhances <br /> community policing. <br /> The purchase of additional X-26 Taser cartridges will enable more officers to have the <br /> availability of less-lethal technology which will reduce both officer and citizen injuries. <br /> n ro ert . The <br /> VARDA unit is a much needed tool that will aid in the capture of burglars. This makes the <br /> neighborhoods safer, creates a positive environment for the citizens who live in the specific <br /> neighborhoods and enhances community policing. <br /> Uses of force encounters are becoming more common in Decatur Illinois. In some cases <br /> the use of force escalates and the officer's last line of defense becomes the handgun. The <br /> simunitions will help Decatur Police Officers train for the instances where a handgun will be <br /> needed to protect a citizen in the community or themselves. <br /> IV. GOALS, OBJECTIVES, and PERFORMANCE INDICATIORS <br />
