Storm and Sanitary Sewer Improvement Project City Project 2010-09 SUMMARY RECOMMENDATION: It is recommended by staffthat the City Council approve the attached resolution awarding the contract for the 2010 Miscellaneous Storm and Sanitary Sewer Improvement Project, City Project 2010-09, to Barr and Robison Sewer&Excavating., Inc., as the lowest bidder in the amount of $597,105, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. BACKGROUND: Prior Council Actions The City Council approved the FY 2010-11 Capital Improvements Plan which included an allocation of funds for this project. �, The Miscellaneous Sanitary Sewer Improvement Project is an annual project prepared by the Public Works Department to assist with both emergency repairs and normal improvements to the City's sanitary sewer system. In previous years, the City also obtains bids for a separate project to perform repairs on defective storm sewers. Normally, the storm sewer project is budgeted at $350,000. Due I to reduced revenue for the Capital Improvement fund, only$100,000 is available for emergency repairs in 2010. Rather than bidding a small separate project, staff combined the work into only one larger project. 'i � Project Description The 2010 Miscellaneous Storm and Sanitary Sewer Improvement Project includes work to install new manholes at various locations in the City to assist with ongoing maintenance work by providing better access for cleaning and inspection equipment. The project will remove and replace �I damaged sanitary sewer segments as they are identified through televised inspections and routine maintenance. This project enables the City to perform rapid response work as sewer system problems arise that must be addressed quickly. Having unit bid prices in place for sewer repairs enables the City to move rapidly to address collapsed pipe or sink holes as they are located in the , sewer system and before they turn into major public health problems. This also reduces the number �' of emergency time and material repair contracts that must be brought before the City Council. The 2010 Storm and Sanitary Sewer Improvement Project will repair storm and sanitary sewers under one contract. All the repair costs at each location will be separated between storm and sanitary improvements and will be paid for under the Sewer Fund (sanitary sewer work) or Capital Improvements Fund (storm sewer work).
