  r
Mass Transit Memorandum
No. 040910-1
April 9, 2010
TO: Honorable Mayor McElroy and City Co ncil Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrator,!.
/
SUBJECT: Agreement for Taxicab Services - Operation Uplift
SUMMARY Staff recommends that Council adopt a Resolution approving an
RECOMMENDATION: agreement with AOK Travel Network, Inc. (doing business as
AOK Taxi) to provide transportation services for people with
disabilities under the Transit System's Operation Uplift program.
BACKGROUND: The Transit System's Operation Uplift program provides door-
to-door transportation for people with disabilities who are unable to use
the bus system. The program uses the Transit System's six
wheelchair lift vans, and also contracts with local taxicab companies.
The current agreement with AOK Taxi, Decatur's only taxicab company,
will expire on May 31 St. Staff placed a legal notice concerning the
Invitation for Bids (IFB) in the Decatur Tribune, posted the IFB on the
City website, and hand delivered the IFB to AOK Taxi. Only AOK Taxi
submitted a bid by the published deadline. An out-of-state firm had
expressed interest in the agreement, but did not submit a bid.
Under the taxi portion of Operation Uplift, riders pay$2 for each trip
and the Transit System reimburses the taxicab company for the
remainder of the fare. In their bid (attached) AOK Taxi listed their
current fares, which they charge all cab riders. AOK Taxi later clarified
that, although fares may go up during the five year term of the
agreement, the fares they would charge Operation Uplift riders would
always be the same as they charge to all cab riders.
Based on past experience with the firm, staff finds that AOK Taxi is
capable of, and competent to perform the work required.
POTENTIAL No known objection to awarding the agreement to AOK Taxi.
OBJECTION:
INPUT FROM Richard Foiles, General Manager
OTHER SOURCES: Decatur Public Transit System
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The estimated cost of the taaicab agreement is within the amount
IMPLICATIONS: set in the current City budget.
