Mass Transit Memorandum
No. 040910-2
April 9, 2010
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrator , C
' rj -
SUBJECT: Award of Contract—ADA Eligibility Determination Services
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: contract to Easter Seals Central Illinois, Inc., to provide ADA
eligibility determination services to the Decatur Public Transit
System.
BACKGROUND: Persons wishing to use the Transit System's door-to-door paratransit
services must be certified as having a disability that prohibits them
from using the bus system. Staff inembers review the applications
and certify applicants who obviously meet the disability requirement.
Staff refers about 50 applicants per year, who do not obviously meet
the disability requirement, to an agency with expertise in disabilities
for an in-person evaluation. For the past three years those eval-
uations have been done by Macon Resources, but that contract has
' now expired.
Transit staff issued a Request for Proposals (RFP) for a new contract.
A public notice concerning the RFP was placed in the Decatur
Tribune, notices were mailed to nine (9) local agencies that provide
services to people with disabilities, and the complete RFP was sent
to Macon Resources. Only Easter Seals and Macon Resources sub-
mitted proposals by the published deadline.
(continued on page 2)
POTENTIAL No known objection to awarding the contract to Easter Seals Central
OBJECTION: Illinois, Inc.
INPUT FROM Richard Foiles, General Manager
OTHER SOURCES: George Smith, Operations Superintendent
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The estimated cost of the agreement is included in the current City
IMPLICATIONS: budget. No additional staff time is required.
