SUBJECT: Award of Contract—ADA Eligibility Determination Services Page 2 <br /> BACKGROUND: (continued from page 1) <br /> As stated in the RFP, the two proposals were evaluated by a three- <br /> member panel composed of the Mass Transit Administrator, the <br /> General Manager, and the Operations Superintendent of the Transit <br /> System. Proposals were scored on the proposed scope of work (20%), <br /> key personnel (20%),past experience (20%) and the proposed cost <br /> (40%). The attached scoring sheet shows that the scores for both <br /> agencies were very close, but that all three evaluators gave Easter Seals <br /> the higher total score. Staff is confident that Easter Seals is qualified <br /> and capable, and has adequate personnel and facilities for doing this <br /> work. Therefore, staff recommends that Council award a contract to <br /> Easter Seals Central Illinois, Inc., to provide ADA eligibility <br /> determination services to the Decatur Public Transit System. <br />
