Mass Transit Memorandum
No. 030510-2
March 5, 2010
TO: Honorable Mayor McElroy and Cit Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administratory
SUBJECT: FTA Operating Assistance Grant for FFY-2010
SUMMARY Staff recommends that Council approve a Resolution to authorize
RECOMMENDATION: the filing of an application for federal operating assistance for
FFY-2010 in the amount of$591,826.
BACKGROUND: Every year the Federal Transit Administration (FTA) apportions
grant funds for each metropolitan transit system. At this time
Congess has approved only partial funding for the fiscal year,
limited to about 5/12 of the total proposed apportionment. The
amount available to Decatur now is $591,826. Staff recommends
that a grant application be submitted to FTA requesting that the
available funding be awarded to help offset the operating deficit
of the Transit System.
A second grant application will be required later when the
remainder of the federal apportionment is approved by Congress.
POTENTIAL A public hearing was held to discuss this grant application. No
OBJECTION: negative comments were received. There are no known or
expected objections to this grant application.
INPUT FROM Richard Foiles, General Manager, DPTS
OTHER SOURCES:
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The requested FTA operating assistance grant funds require a
IMPLICATIONS: 50/50 match. The local match would be made up of farebox
revenues and state operating funds already awarded to Decatur.
