� � <br /> Aapendix A <br /> Prior Council Actions, Auri12, 2001 —to December 15. 2008 <br /> Apri12, 2001 —Council approved Resolution R2001-59, approving an agreement with Bainbridge, <br /> Gee, Milanski &Associates, Inc. for engineering services for the design of the south elevated water <br /> storage tank. This agreement was for a project that would not be funded through the Illinois <br /> Environmental Protection Agency's (I-EPA) Revolving Loan Program. <br /> August 5, 2002—Council received the transmittal of the Strand Water System Master Plan in Study <br /> Session. This Master Plan included recommendations to construct a large diameter water main <br /> centered on Martin Luther King, Jr. Drive to connect the City water towers at Division Street and <br /> Garfield Avenue with the South Water Treatment Plant (SWTP) and install an elevated water tank on <br /> the south side of the City to improve low water pressure concerns south of the Lake. <br /> December 15, 2003—Council approved Resolution R2003-190 approving an Agreement with BGM <br /> for Engineering Services for preliminary engineering for a water distribution main from SWTP to the <br /> elevated tanks at a cost of$30,000. The water main improvements were recommended by the Water <br /> System Master Plan prepared by Strand in 2002. This project consists of the construction of a 30 <br /> inch diameter water main from the SWTP to Garfield Avenue on Martin Luther King Jr. Drive; a 16 <br /> inch diameter water main from Martin Luther King Jr. Drive to the Division Street Elevated Tank; <br /> and a 16 inch diameter water main from Martin Luther King Jr. Drive to the Garfield Avenue <br /> Elevated Tank. Benefits of the project include increasing the pumping capacity and efficiency of the <br /> high service pumps at the SWTP; reducing significant losses in pressure within the water distribution <br /> system; improving the system pressure in the eastern portion of the City; and improving fire flow <br /> capacity in the water system. <br /> October 18, 2004—Council approved Resolution R2004-159 approving an Agreement with BGM <br /> for Design Services to design a Water Distribution Main from SWTP to Elevated Tanks, City Project <br /> 03-23 at a cost of$285,000. Over the course of the detailed design of the project, the following <br /> modifications have been identified for incorporation into the project: Redundant high service pump <br /> discharge, an alternate routing of the 16 inch water main at Oakland and Cushing, and an addition of <br /> pressure transmitters for pressure zone monitoring. Amendment 1 to the April, 2001 Agreement was <br /> approved, authorizing a change in scope of services to include a project to be funded by the I-EPA's <br /> Revolving Loan Program. <br /> February 7, 2005—Council approved Resolution R2005-11, which authorized the purchase of a <br /> three (3) acre parcel of land on South Franklin Street Road, a site for the construction of the South <br /> Elevated Water Storage Tank, from Greanias Farms for the price of$60,000. Council approved <br /> Resolution R2005-12 amending an agreement with BGM for the design of the South Elevated Water <br /> Storage Tank for$78,900. The work added by this amendment included changing the scope of work <br /> involved with selecting the water tower site and adding the EPA Loan funding requirements. <br /> January 22, 2007—Council approved Amendment 2 of the April, 2001 Agreement, which <br /> authorized engineering services to develop a single zone of higher water pressure to be served by the <br /> proposed new water tank. <br /> Page � 4 <br />
