Chervinko, Deputy Chief olic � <br /> _��' <br /> SUBJECT: Equipment Purchase with reimbursement f'rom the Weed and Seed grant(Year III) and the <br /> Project Safe Neighborhood grant <br /> Quote#1 $29,304.00 (three new systems) <br /> Quote#2 $15,613.00 (upgrades for four current systems and maintenance for all seven systems) <br /> SUMMARY RECOMMENDATION: The Decatur Police Department has received two grants for <br /> additional video surveillance systems in our neighborhoods. According to both grants, all personnel costs and <br /> equipment purchases are on a reimbursement basis. The surveillance systems will be purchased using the <br /> Police Department Small Capital Line Item and then the City will be reimbursed by the Department of Justice. <br /> For the last couple of years,video surveillance systems were purchased in the same manner. <br /> Quote #1 - The Department of Justice has approved the purchase of one video camera surveillance <br /> system costing $8,998.00 for the Weed and Seed grant. It will be placed in strategic location in the Weed and <br /> Seed site. The Department of Justice has approved the purc6ase of two video camera surveillance systems <br /> costing $8,998.00 each for the Project Safe Neighborhoods grant. They will be placed in strategic locations <br /> outside the Weed and Seed site. <br /> Quote#2- The Department of Justice has approved the ROV disconnects, software upgrades, and <br /> conversions for the four existiog Surveillance Systems. A maintenance agreement for the current foar <br /> surveillance systems and the three new systems are also included in the second bid costing $15,613.00. <br /> BACKGROUND: With the acquisition of the Weed and Seed Grant (Year III) and the Project Safe <br /> Neighborhoods grant, the Decatur Police Department seeks to use the grant funds in accordance with the rules <br /> and regulations set by the Department of Justice. The Decatur Police Department continues to work in <br /> cooperation with the U.S. Attorney's Office on both grants. <br /> The Weed and Seed grant authorizes $23,500.00 for police equipment, including a video surveillance system and <br /> related costs. The Project Safe Neighborhoods grant authorizes $30,000.00 for two video surveillance systems <br /> and related costs. <br /> The current four cameras were purchased from Paragon Development Systems (PDS). We are <br /> currently using PDS hardware and software on the four camera systems; however, we have had difficulty with <br /> PDS on the installation and maintenance of the current four systems. <br />
