Marley, P.E., Director of Public Works � 1.� <br /> SUBJECT: Emergency Traffic Controller Purchase and Replacement for Mound <br /> Road and Greenswitch Road <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached resolution <br /> approving an expenditure of$7,350 with Brown Traffic Products, Inc. for the emergency <br /> purchase of a traffic signal controller cabinet for the intersection of Mound Road and <br /> Greenswitch Road. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken on the purchase of this traffic controller. The <br /> City Manager was made aware of and signed an emergency order(attached) to purchase <br /> the controller under Chapter 46, Section 2 of the Decatur Municipal Code. <br /> BACKGROUND: <br /> On Saturday, January 16, 2010, City staffbecame aware of a traffic accident which <br /> severely damaged the traffic controller cabinet causing an imminent hazard to the public. <br /> The damaged unit was repaired sufficiently and covered with a tarp to enable it to remain <br /> in service for an undetermined amount of time. The repair was temporary and a <br /> replacement controller cabinet was needed to assure the continued safe operation of the <br /> intersection. Due to the current budget shortfall, the supply of backup traffic signal <br /> controller cabinets had been depleted. <br /> Preliminary estimates at the time placed the cost to procure and install a replacement <br /> controller cabinet to be over$5,000, which is in excess of the City's administrative <br /> purchasing authority. Under Chapter 46 Section 1 of the City Code, the Public Works <br /> Director determined that the damaged traffic controller cabinet constituted a threat to the <br /> health, safety, and welfare of the public and was authorized by the City Manager to order <br /> the purchase of the traffic signal controller cabinet and enable the necessary repair work <br /> be performed. <br /> Page � l <br />
