' Project Funding <br /> On February 9, 2010, the DUATS Technical Committee allocated an additional $96,000 in STU <br /> funding for the bridge to bring total Federal funding to $1,136,000 to cover a full 80% of the current <br /> project cost. As of this writing the Federal Highway Administration has yet to approve this latest <br /> funding increase. It is proposed that the Council authorize an additional$24,000 in Motor Fuel Ta�c <br /> funds to bring the City's full MFT allocation to $284,000. As with all State projects, the City is <br /> required to cover any costs in excess of the approved allocations. <br /> With funding authorization from the City Council, staff will concur with the bid award to Freesen, <br /> Inc., for the MacArthur/ Stevens Creek Bridge project. With City concurrence, IDOT should <br /> execute a contract for the work within 6-8 weeks. Work should begin in late April or early May <br /> with completion expected in December 2010. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Homer L. Chastain &Associates, LLP. and the Illinois <br /> Department of Transportation. <br /> A public meeting was held at the MacArthur Road First Christian Church on September 23, 2008, at <br /> which 77 people attended. A second public meeting was held at the MacArthur Road First <br /> Christian Church on September 17, 2009, at which 63 people attended. <br /> STAFF REFERENCE: Richard Marley, Director of Public Works and Matthew Newell, City <br /> Engineer. Richard Marley will be in attendance at the City Council meeting to answer any <br /> questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> 1. Budget Impact: The low bid for the MacArthur Road/ Steven's Creek Bridge project is <br /> $1,404,732.78 with$1,136,000 in combined ARRA and STU funding allocated forthe <br /> work. The City will pay$284,000 (20%)or the balance of the project costs in excess of the <br /> low bid amount. The City's portion is allocated in the Motor Fuel Tax Fund. <br /> 2. Staffing Impact: The Capital Improvement Plan has allocated stafftime for managing the <br /> project. <br /> The MacArthur/ Stevens Creek Bridge project should begin in late April or early May with <br /> completion expected in December 2010. <br /> This memorandum was prepared by Matthew C.
