Chervinko,Deputy Chie of Polic�� <br /> � <br /> SUBJECT: Weed and Seed Equipment Purchase(One FLIR HS-324 Command Thermal <br /> Camera) W/REIMBURSMENT BY DEPARTMENT OF JiTSTICE <br /> SUMMARY RECOMMENDATION: A portion of the Decatur Police Department's Weed <br /> and Seed Grant (Year IIn to be used to purchase one thermal camera. According to the grant, all <br /> personnel costs and equipment purchases are on a reimbursement basis. The Department of <br /> Justice has approved the purc6ase of one FLIR HS-324 Command Thermal Camera. It will be <br /> primarily used by patrol command officers in the Weed and Seed site. The thermal camera will be <br /> purchased using the Police Department Small Capital Line Item and reimbursed by the <br /> Department of Justice. For the last two years, overt video camera surveillance systems were <br /> purchased in the same manner. <br /> BACKGROUND: With the acquisition of the Weed and Seed Grant (Year III), the Decatur <br /> Police Department seeks to use the grant funds in accordance with the rules and regulations set by <br /> the Department of Justice. The Decatur Police Department strongly feels that having proactive <br /> ofticers in the Weed and Seed Site is our best opportunity to deter and/or reduce violent crime. <br /> Therefore, the Anti-Crime Team (ACT) has been allotted $37,049 (741 man hours) overtime <br /> reimbursement to conduct proactive enforcement measures and community policing initiatives in <br /> the designated Weed and Seed Site. $23,500 has been authorized for police equipment to be used <br /> directly in the Weed and Seed Site. <br /> The FIIR HS-324 Command Thermal Camera is a very high quality camera made by the <br /> leader in thermal imaging, FLIR. Deputy Chief Chervinko spoke with a FLIR representative and <br /> the HS-324 Command Thermal Camera was the unit that best meet our needs. The HS-324 has a <br /> range detection of 1,445 feet for a man (recognize man at 360 feet) and detective a vehicle at 4,070 <br /> feet (recognize vehicle at 1,050 feet). The thermal camera will be purchased from the Police <br /> Departments Small Capital Line Item and reimbursed by the Department of Justice, Office of <br /> Justice Programs, Community Capacity Development Office, who has already approved the <br /> purchase of this particular item.Ray O' Herron had the lowest bid at $5,980.00 <br /> The purchase of one additional overt video camera surveillance camera has also been <br /> approved by the Department of Justice under the Weed and Seed grant and is currently being <br /> studied by staff. <br />
