Alexander Director f W t r M ��� <br /> , o a e anagement �-� <br /> � SUBJECT: Lake Decatur Dam Bascule Gate Hydraulic Cylinder Procurement, <br /> City Project 09-02M <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council reject all bids for the Lake Decatur Dam Bascule <br /> Gate Hydraulic Cylinder Procurement, City Project 09-02M. <br /> BACKGROUND: <br /> Prior Council Action <br /> Appendix A provides a summary of the prior Council action. <br /> Summary of the Major Construction History of Lake Decatur Dam <br /> Appendix B provides a brief summary of past improvements to the Lake Decatur Dam. <br /> Bascule Gates <br /> The current lake Decatur Dam was originally constructed in 1922. Later, in 1955 bascule gates <br /> were added to raise the level of the lake and impound more water. The bascule gates are raised and <br /> lowered using eight very large hydraulic cylinders. The cylinders have pistons just over 2 feet in <br /> diameter and a stroke length of 4 feet. The cylinders are approximately 10 feet tall when fully <br /> closed. Due to their location attached to the down stream face of the bascule gates, these cylinders <br /> are subjected to a very harsh environment. The cylinders have been refurbished once with four <br /> being done in 1998 and the remaining four being refurbished in 2000. <br /> Subsequent use of the cylinders on the north bascule gate has caused at least 2 cylinder seals to fail. <br /> Additionally, the cylinder rods have become scored. Due to the condition and age of the cylinders <br /> combined with the fact that they have been previously refurbished caused the consulting engineers <br /> to conclude that the cylinders should be replaced. Since there is usually a long lead time to <br /> fabricate special hydraulic cylinders, the decision was made to seek bids from cylinder suppliers <br /> before the construction contract was let in order to assure delivery in time for installation as part of <br /> the 2010 dam rehabilitation project. <br /> 2010 Dam Rehabilitation Project <br /> As Council is aware, the 2009 Lake Decatur Dam Rehabilitation project received no bids and was <br /> delayed to 2010. It is proposed that the cylinder replacement be completed as part of this work. <br /> The 2010 work will include the following: <br /> Page � 1 <br />
