1. Repairs to the upstream face of the dam. <br /> 2. Rehabilitation of the mechanical systems that raise and lower the sluice gates on the north <br /> side of the dam. <br /> 3. Replacing the seal systems for the bascule gates and sluice gates. <br /> 4. Removal of gate heaters along the bascule gates. <br /> 5. Installation of a concrete patch on the downstream spillway of the dam. <br /> 6. Replace all eight cylinders on the bascule gates of the dam. <br /> The estimated total project cost is $3 million. <br /> BID INFORMATION AND RESULTS: <br /> The drawings and specifications were prepared by HDR, Inc., a sub-consultant of Hanson <br /> Professional Services, Inc. The project was advertised by the City on October 7, 2009, and bids <br /> were opened on October 29, 2009. The results for the letting are as follows: <br /> Bidder Bid Price Compared to Engineer's <br /> Estimate Over(-Under) <br /> Engineer's Estimate $620,000.00 -- <br /> Douce-Hydro, Inc. $788,576.00 27.19% <br /> The bid received from Douce-Hydro in the amount of$788, 576 is $168,576 (27.19%) more than <br /> the Engineer's Estimate. For this bid the pressure specifications for the replacement cylinders was <br /> significantly higher than the operating pressures of the existing system in order to provide a very <br /> conservative design. The high design pressure limited the number of potential bidders. <br /> Hanson has reviewed the bid and provided a recommendation(attached) to reject the bid received <br /> by Douce-Hydro, Inc. They also recommend that the specifications be modified to allow the <br /> cylinders to be manufactured closer to the proper working pressure and that the cylinder <br /> procurement be included in the bid documents for the 2010 Lake Decatur Dam Rehabilitation <br /> project. Staff concurs with Hanson's recommendation that the bid for the hydraulic cylinders be <br /> rejected. <br /> Staff intends to advertise the 2010 Dam Rehabilitation project in December with an expected award <br /> in February 2010. By adding the bascule gate cylinders to this project it is expected that the <br /> cylinders can still be received in time to install them in late 2010. <br /> POTENTIAL OBJECTION: There are no known objections to this amendment. <br /> INPUT FROM OTHER SOURCES: Hanson Professional Services, HDR Engineering, <br /> Department of Water Management <br /> STAFF REFERENCE: Keith Alexander, Director of Water Management, Richard Marley, Public <br /> Works Director, Matt Newell, City Engineer, and Curt Cassidy, Civil Engineer IL Richard Marley <br /> and Keith Alexander will be in attendance at the City Council meeting to answer any questions of <br /> the Council on this item. <br /> Page � 2 <br />
