f
DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2009-25
November 17, 2009
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager F"
Keith D. Alexander, Director of Water Management
SUBJECT: Lake Decatur Basin 6 Dredging Bid Specifications Preparation and
Construction Related Services Agreement
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing a Professional Services Agreement with H. L.
Chastain & Associates for Lake Decatur Basin 6 Dredging Bid Specifications Preparation at a
cost not to exceed $148,680.
BACKGROUND:
On October 19 Council informally agreed to obtain contactor bids to dredge Lake Decatur Basin
6. The next step in that process is to prepare detailed bid plans and specifications. Since
Chastain is the engineering firm that has been working with the City on the current dredging
project, it is practical and cost effective to award this agreement to them, which includes the
following services:
✓ Prepare all bid plans and specifications.
✓ Assist the City with the bidding process and bid evaluations.
✓ Perform monthly in-lake surveys of contractor progress and prepare monthly contractor
pay estimates based on the surveys.
✓ Perform project close out services including record drawing preparation.
POTENTIAL OBJECTION: None foreseen.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE:
Keith D. Alexander, Director of Water Management, 424-2863 or kalexander@decaturil.gov
BUDGET IMPLICATIONS:
Funds for the agreement are included in this fiscal year's Lake Capital Budget. Per the 2001
Raw Water Agreement between the City and the Archer Daniels Midland Company, ADM
annually reimburses the City for approximately 50% of dredging related expenses.
TENTATIVE PROJECT SCHEDULE:
Advertise for bids—January 6, 2010
Open bids—February 8, 2010
Council review/award bid—February 16 or March 1, 2010
Notify successful bidder to proceed - the day after Council bid award
cc: Gregg Foltz, H. L. Chastain&Associates
Randy Kampfe and Bryan Mikeworth, ADM
Randy Miller, Water Services Manager
