Marle y, P.E., Director of Public Works ��{'u l ��_ <br /> SUBJECT: Local Agency Agreement for the MacArthur Road Bridge over Steven's Creek <br /> SUMMARY RECOMMENDATION: <br /> Staffrecommends that the City Council adopt the attached Resolutions authorizing the Mayor to <br /> sign and the City Clerk to attest to the following items related to the replacement of the MacArthur <br /> Road Bridge Over Stevens Creek: <br /> 1. A Local Agency Agreement with the State of Illinois to utilize$1,040,000 (80%) in Federal <br /> funds with a $260,000 (20%) City match for the replacement of the MacArthur Road Bridge <br /> Over Stevens Creek project pending approval for the use of Federal funds, and; <br /> 2. Appropriation of$260,000 in Motor Fuel Tax (MFT) funds to pay the City's estimated <br /> portion of the MacArthur Road Bridge Over Stevens Creek project, and; <br /> 3. An Agreement with Homer L. Chastain & Associates, LLP, (Chastain) to provide <br /> construction engineering services for the MacArthur/ Stevens Creek Bridge project for a fee <br /> not to exceed $25,000. <br /> PRIOR COUNCIL ACTION: <br /> • August 2, 2004 - Council approved Resolution R2004-115 authorizing an Agreement with <br /> Homer L. Chastain & Associates, LLP, (Chastain) to inspect five precast concrete deck <br /> bridges, including MacArthur/ Steven's Creek, for a fee not to exceed $7,965. <br /> • August 6, 2007 - Council approved Resolution R2007-139 authorizing an Agreement with <br /> Chastain for engineering services to complete a preliminary design for a fee not to exceed <br /> $35,913. <br /> • Apri16, 2009 - Council approved Resolution R2009-38 authorizing an Agreement with <br /> Chastain for the final design of the MacArthur Road Bridge Over Stevens Creek for a fee not <br /> to exceed $98,971. <br /> BACKGROUND: <br /> In 2004 The Illinois Department of Transportation notified governmental entities throughout the <br /> State that problems had been detected in precast deck beam bridges. These bridges are strengthened <br /> with cables that have been placed under tension within the concrete beams in order to provide <br /> support for the structure. It had been found in other areas of the State that the tensioned cables <br /> within these bridges can deteriorate to the point of failure while showing few outward signs. At the <br /> time, IDOT advised an in-depth inspection of these bridges. <br /> Page � 1 <br />
