Marley, P.E., Director of Public Works � ��C�L� <br /> :� <br /> SUBJECT: Amendment to Agreement with Blank, Wesselink, Cook& Associates for <br /> Garfield Avenue Bridge over CNIC Railroad Improvement <br /> City Project OS-03, Section 08-00503-00-BR <br /> SUMMARY RECOMMENDATION: <br /> Staffrecommends that City Council approve the attached Resolution authorizing the Mayor to <br /> sign and the City Clerk to attest to an Amendment to the Engineering Services Agreement for an <br /> amount not to exceed $8,000 with Blank, Wesselink, Cook and Associates (BWC) regarding the <br /> improvement ofthe Garfield Avenue Bridge over the CNIC Rail Road. This is in addition to a <br /> previously approved amount of$15,000, bringing the total to a not to exceed amount of$23,000. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for Council actions that occurred between September 2005 and October 2008. <br /> • Apri120, 2009—Council approved Resolution R2009-49 authorizing an Agreement with <br /> BWC for Engineering Construction Services for a total not to exceed $15,000 for the Garfield <br /> Avenue Bridge; Resolution R2009-47 to appropriate funds for an Agreement with the State <br /> of Illinois and R2009-48 approving the use of Motor Fuel Tax Funds (MFT) for the <br /> improvement of the Garfield Avenue Bridge. <br /> • June 23, 2009—Council approved Resolution R2009-114 authorizing Local Agency <br /> Amendment 1 for Federal Participation to utilize a maximum of$792,000 in Federal ARRA <br /> funds and $374,473 in City matching funds and Resolution R2009-115 for an additional <br /> appropriation of$200,000 for a total of$380,000 in MFT funds to pay the City's estimated <br /> portion of the Garfield Avenue Bridge. <br /> BACKGROUND: <br /> Current Project Status <br /> Appendix B provides a brief photographic overview of the project. Micro-piles have been <br /> installed and tested, scaffolding has been placed to bear the weight of the bridge as portions of <br /> piers 3 and 6 are being demolished for replacement and to expose damaged steel beams on the <br /> underside of the bridge.
