That the Subrecipient Agreement for the FY 2009-10 Community <br /> Development Block Grant Program, between the City of Decatur, Illinois, Dove, Inc., and <br /> Richland Community College for delivery and administration of the adult literacy program are <br /> hereby, received, placed on file and approved. <br /> Section 2.
