, � ,�� . � <br /> FY 2009-10 CDBG SUBRECIPIENT AGREEMENT <br /> THIS AGREEMENT entered this 19th day of October, 2009 by and between the City of <br /> Decatur, Illinois (herein called the "City") and Dove, Inc. and Proiect Read-Richland <br /> Community College (herein called the "Subrecipients"). <br /> WHEREAS, the Grantee has applied for and received funds from the United States Government <br /> the U.S. Department of Housing and Urban Development ("HUD") under Title I of the Housing <br /> and Community Development Act of 1974, Public Law 93-383; and <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds <br /> in accordance with HUD guidelines and Federal regulations; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> I. STATEMENT OF WORK: <br /> A. Activities: <br /> The Subrecipient will be responsible for administering activities for the FY2009-10 <br /> program year in a manner satisfactory to the City and consistent with any standards <br /> required as a condition of providing these funds. Such programs will include the <br /> following activities eligible under the Community Development Block Grant <br /> Program: <br /> Program Delivery <br /> Activity <br /> Enhance literacy and life skills, including "soft skills" needed for employment such <br /> as attendance, punctuality, dependability, and verbal communication. Focus on <br /> persons who read or compute at the lowest levels. Serve illiterate adults, with reading <br /> and/or computing skills below the 9�' grade. This project will serve four other <br /> subgroups that include unemployed adults, persons lacking high school degrees, ex- <br /> offenders and parolees. Provide basic literacy skills by implementing a custom- <br /> design curriculum and utilizing community volunteers in individualized tutoring <br /> sessions. Direct participants to case-management services (Homeward Bound and the <br /> Decatur Job Council) through this project as needed. The primary goal is to serve <br /> 100 new students who will gain an average of at least two grade levels as measured <br /> by pre- and post-test using TABE after 60 hours of instruction. <br /> General Administration <br /> The Project Read Coordinator will be responsible for monthly reporting the literacy <br /> activities. <br /> Subrecipient Agreement(Rev. 09/08/09) Page 1 of 18 <br />
