completed numerous projects for the City and adheres to the prevailing wage rate requirements of
the State of Illinois.
Additional Engineering Services
On December 1, 2008, Council approved an agreement with SKS to provide engineering services
for the Lincoln Park Drive Slope Failure Repair for a fee not to exceed $20,000. This work was for
the preparation of construction plans as well as construction inspection and observation assistance.
Unplanned engineering services were required for the production of a second set of plans after the
bids were rejected for the project in July 2009. Paying for these additional services from the
original contract with SKS has left insufficient funds to pay for the construction observation
assistance that the City requires for this project. In addition, the area of the project increased by
40% due to delays in getting an acceptable bid. With the increase in project area, the time required
for construction observation will also be increased.
City staffrecommends amending the contract with SKS to provide an additional $7,595 for
construction engineering services through the completion of the Lincoln Park Drive Slope Failure
Repair project.
POTENTIAL OBJECTION: There are no known objections to this request.
INPUT FROM OTHER SOURCES: SKS Engineers, Inc., Decatur Park District
STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City
Engineer. Richard Marley will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
1. Budget Impact: Monies have been allocated for this project in the Capital Fund. In addition,
the Decatur Park District has committed to reimburse the City for $50,000 for the construction
of the slope failure.
2. Staffing Impact: Staff time has been allocated for managing this project.
This memorandum was prepared by Mary Cave, P.E.
Attach: 5
cc: Matt Newell, City Engineer
Adrienne Lynch, SKS Engineers
Decatur Park District
Entler Excavating Company, Inc.
Hutchen's Bulldozing, Inc.
Mid-States General& Mechanical Contractors Corp.
Burdick Plumbing & Heating Co., Inc.
Page 3
