BACKGROUND: Engineering Design Necessary During the heavy rains experienced in early June 2008, a landslide occurred on the south side of Lincoln Park Drive near Sycamore Street, where the Sangamon River flows adjacent to the roadway. The slide damaged a portion of the bike trail and threatens to undermine Lincoln Park Drive. City staffapproached SKS to perform a survey of the slide area and provide some preliminary work to assess the damage and recommend repair options to stabilize the slide and keep it from encroaching onto Lincoln Park Drive. SKS is a local firm specializing in geotechnical work such as is required to stabilize the Lincoln Park Drive landslide. They have assisted the City on projects such as this in the past. After preliminary work was completed, it was necessary to execute a more extensive design effort to prepare the plans and specifications necessary to contain this damage. On December l, 2008, the City Council approved a resolution authorizing an agreement with SKS to complete this additional design, in the amount of$20,000. Project plans and specifications were prepared by SKS and advertised May 6, 2009 and bids were opened on May 29, 2009. The lowest, responsible bid was $550,600, from Mid-States General & Mechanical Contracting Corporation, which was 101.88% above the Engineer's Estimate. On July 6, 2008, Council approved Resolution R2009-12 rejecting all bids. It was determined that additional soil information would be helpful in the bidding process. SKS performed additional soil borings in August 2009 and added those to a revised set of plans. The scope of the project also increased by 40% as the slope failure had expanded to the east and the west. Bid Information and Results The project plans and specifications for the re-bid of City Project 08-12 were prepared by SKS. The project was advertised September 16, 2009, and bids were opened on October 9, 2009.
