Public Letting Results
The project plans and specifications were prepared by Public Works Division staff. The project
was advertised on August 26, 2009, and bids were opened on September 10, 2009. The results
of the letting are as follows:
Compared to
Bidder Bid Price Engineers Est. Over
Under
Midwest Trenchless Technologies, Inc. $226,487.00 (-11.74%)
Belle Plaine, MN
Tele Scan, Inc. $233,335.00 (-9.07%)
Decatur, IL
National Power Rodding Corp $244,021.63 (-491%)
Chicago, IL
' Engineers Estimate $256,615.00 ----------
The project manual was written to insta1184 point repair linings on known structural deficiencies
in the sanitary sewer system. The project manual includes extra quantity for the contractor to
provide emergency point repair services. In Fiscal Year 2009 the City installed ten (10)
emergency point repairs in the sanitary sewers. It is likely that the City's use of a non-local
contractor will be limited when emergency point repairs are required. For emergency point
repairs, staff will have the option to use the Trenchless Point Repair project or complete the
repair with the Annual Sanitary Sewer Inspection Program, where the prices have been
negotiated for emergency point repair work. If emergency point repairs are preformed by the
Annual Sanitary Sewer Inspection Program, the City will avoid paying $26,250 in call back
mobilization charges (Line 4 on the attached bid tabulation).
Staff recommends that the City Council approve a contract with Midwest Trenchless
Technologies Inc. to perform the 2009 Sanitary Sewer Trenchless Point Repairs project as the
lowest qualified bidder. Midwest Trenchless Technologies Inc. is located in Belle Plaine,
Minnesota and specializes in sanitary sewer repair, cleaning and inspection. City staff has
contacted references for Midwest's past projects and has determined Midwest is a qualified
contractor to complete the specified work. The work will be completed under the Illinois
Prevailing Wage Rate requirements.
POTENTIAL OBJECTION: There are no known objections to this project.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City
Engineer. Matt Newell will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
Page 2
