Marley, P.E., Public Works Director �1,�� <br /> SUBJECT: 2009 Sanitary Sewer Trenchless Point Repairs, City Project 09-29 <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached resolution approving a contract in <br /> the amount of$226,487 for 2009 Sanitary Sewer Trenchless Point Repairs (City Project 09-29) <br /> to Midwest Trenchless Technology, Inc., as the lowest responsible bidder and that the Mayor be <br /> authorized to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> March 28, 2009 - The City Council reviewed the FY 2009-10 Capital Improvements Plan (CIP) <br /> in Study Session. The CIP allocated funds for this work. <br /> July 20, 2009 — Council did not approve Resolution R2009-57 which would have approved a <br /> contract in the amount of$258,073.81 with National Power Rodding Corporation of Chicago, IL <br /> for the Sanitary Sewer Trenchless point repair project. Staffwas directed to re-bid the project <br /> BACKGROUND: <br /> Trenchless Point Repair Process <br /> The purpose of this project is to repair structural deficiencies in the sanitary sewer system with a <br /> minimum of disturbance to sanitary service and without excavation of the pipe. Structural <br /> deficiencies include broken and missing pieces of pipe, offset pipe joints and voids. All of the <br /> project locations were derived from the annual televising inspection reports and videos. <br /> The trenchless process involves the insertion of a resin saturated flexible liner through a manhole <br /> to the location of the damaged section of pipe. Once the liner is in place, it is pressed by inflating <br /> a rubber bladder to fit tightly against the walls of the existing pipe. The liner is then heated to <br /> activate a resin system, causing the pipe lining to cure and form a new structural pipe within the <br /> existing pipe. During this process, excess resin is forced into the cracks,joints and irregularities <br /> of the existing pipe, resulting in a secure bond between the liner and the old pipe. When curing is <br /> complete, lateral lines are re-opened using a remote controlled cutting tool. <br /> Unit prices for the Engineer's estimate were derived from the unit prices from previous <br /> trenchless point repair projects and contractors. <br /> Page � 1 <br />
