Marley, P.E., Director of Public Works � <br /> SUBJECT: Brush College Road Project <br /> City Project 09-26, Section 09-00926-00-RS <br /> SUMMARY RECOMMENDATION: It is recommended that City Council approve the <br /> attached Resolution authorizing the Mayor to sign and the City Clerk to attest to the following <br /> items related to utilizing State of Illinois, Emergency Repair Program(ERP) funding to replace <br /> failed joints and damaged pavement sections in the concrete pavement on Brush College Road <br /> between Faries Parkway and Illinois Route 105 (William Street): <br /> 1. An agreement with the State of Illinois to utilize $470,000 in ERP funding to improve the <br /> pavement on Brush College Road, and; <br /> 2. Appropriation of$50,000 in Motor Fuel Tax (MFT) funds to pay estimated project costs in <br /> excess of the $470,000 in funds allotted by the State for the work. <br /> PRIOR COUNCIL ACTION: <br /> At various times over the past years the City Council has expressed an interest in improving the <br /> pavement on the City's portion of Brush College Road. To date, funding has not been allocated to <br /> this effort. <br /> BACKGROUND: <br /> Emergency Repair Program <br /> The Mini Capital Bill (also known as the Jump Start Program) was recently signed into State law <br /> as Public Act 96-004 by Governor Pat Quinn. As part of that bill, Senator Kyle McCarter and <br /> Representative Bob Flider allocated $270,000 and $200,000 respectively for a total of$470,000 <br /> for the improvement of Brush College Road between Faries Parkway and Illinois Route 105 <br /> (William Street). The City was informed of this funding allocation on September 3, 2009. <br /> Proposed Project <br /> The City originally proposed to perform concrete pavement patching and a 2" asphalt overlay on <br /> Brush College Road between Faries Parkway and Illinois Route 105. To perform all the work,the <br /> estimated project cost is $780,000, with the estimated cost of the overlay portion of the work <br /> approaching $300,000. No matching funds are required to use ERP funding; however, all project <br /> costs in excess of the allocated $470,000 are paid by the City. With limited unobligated funds <br /> available in the current budget year's Capital Improvement Plan, staffproposes to complete only <br /> the pavement patching work under the ERP project with an estimated project cost of$520,000. <br /> The remainder of the work, consisting of asphalt resurfacing can be performed in a future budget <br /> Page � 1 <br />
