Smith,Deputy Chief of Admirustrative Operations�y�� <br /> Subject: Evidence Audit <br /> Purpose: The purpose of this memorandum is to inform council of the need to conduct an <br /> evidence audit, consisting of both the physical evidence and procedures systems used by the <br /> Decatur Police Department and the approval of expendiiure of funds to conduct the audit. <br /> Background: The Decatur Police Department evidence procedures and evidence vault has <br /> been maintained by Officer Daniel Ashenfelter for the past twenty years. The last outside <br /> evidence audit was conduct in 1995. With the approaching retirement of Officer Ashenfelter and <br /> the transferring of evidence responsibilities from Officer Ashenfelter to MPO Betzer,proper <br /> procedure would dictate that the Police Departrnent should perform an evidence audit. The <br /> Police Department has requested bids for this project, receiving bids from two companies who <br /> specialize in this unique field. The preferred bid is from R. A. Doran and Associates. R. A. <br /> Doran has conducted evidence audits for the Decatur Police Department in both 1990 and 1995. <br /> R. A. Doran has submitted a current bid of$6.975.00 to complete a comprehensive physical and <br /> procedural audit of the evidence and the property control system maintained by the Decatur <br /> Police Department. <br /> Recommendation: It would be the recommenda.tion of stai�that the Decatur Police <br /> Department use R.A. Doran and Associates to conduct a comprehensive evidence audit. The <br /> cost of the audit was bid at$6,975 and the process should begin as soon as possible to utilize the <br /> expertise of Officer Ashenfelter before his October retirement date. <br /> Attachments: R.
