The project plans and specifications were prepared by Public Works staff. The project was <br /> advertised August 12, 2009, and bids were opened on August 28, 2009. The results for the <br /> letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> Entler Excavating Co., Inc. $95,139.00 (-41.84%) <br /> Burdick Plb & Htg Co., Inc. $111,644.00 (-31.75%) <br /> Barr& Robison Sewer& Excavating, Inc. $119,384.00 (-27.02%) <br /> Kinney Contractors, Inc. $122,517.00 (-25.10%) <br /> Engineer's Estimate $163,577.00 ------------ <br /> Staff recommends that the City Council approve a contract with Entler Excavating Company, <br /> Inc., to perform the Various Storm Sewer Improvements project. Entler Excavating Company <br /> has successfully completed numerous storm sewer projects for the City and adheres to the <br /> prevailing wage rate requirements of the State of Illinois. <br /> Change Order#1 <br /> Due to the favorable bid prices for this work,this project does not utilize the full amount of <br /> sewer improvement funds allocated in the FY 09-10 Capital Improvement Plan. There are other <br /> locations throughout the City where storm sewer infrastructure is failing or has failed and these <br /> additional funds could be used to repair some of these. One such location is the storm sewer that <br /> drains Davis Court to Lake Decatur. This pipe is a 12-inch clay pipe that has numerous <br /> structural deficiencies and is below a residential retaining wall. Also, the pipe was laid in a way <br /> that prevents sewer cameras or cleaning equipment from accessing it. This pipe should be <br /> replaced before additional structural problems occur and cause failure to the retaining wall. It is <br /> anticipated that other problems similar to this will be found during the contract period. <br /> Because work of this type was included in the original contract and the additional efforts of this <br /> work are within the intent ofthe contract, Staffrequests that $40,000 be added to the contract <br /> amount through the approval of Change Order#1. If Change Order#1 is approved by Council, <br /> the total amount of the contract with Entler Excavating Company, Inc. will be increased to <br /> $135,139. This amount is about $77,000 below the budgeted amount. <br /> POTENTIAL OBJECTION: There are no known potential objections to this resolution. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Richard Marley, Director of Engineering &Infrastructure, Matt <br /> Newell, City Engineer, and Mary Cave, Civil Engineer.
