William St./Unsafe Structure <br /> RECOMMENDATION: The Building Inspections Division of Economic and Urban <br /> Development recommend that the subject property also known as the Barnes Citizen Parking <br /> Garage be taken down and removed per Section 115 of the International Building Code adopted <br /> in Chapter 67 City Code as this property is now considered "unsafe." <br /> BACKGROUND: The Building Inspections Division became aware in July of 2007 that this <br /> structure was in need of repairs and asked that the owner contact an Illinois Licensed Structural <br /> Engineer to make an assessment of the repairs needed. After reviewing this assessment, we <br /> requested that the owner make temporary repairs immediately with permanent repairs to follow <br /> no later than 12/1/08. Since that date, the owner has made further temporary repairs and closed <br /> off major portions of the parking area, per our request, but has not been willing or able to make <br /> permanent repairs needed to make the structure safe for the public as required by our minimum <br /> codes. It is now two years since the problem was originally discovered and it is our opinion that <br /> the structure is a potential hazard to the public and must be demolished. A timeline of events is <br /> attached with this memorandum. <br /> INPUT FROM OTHER SOURCES: Structural assessments made by Blank, Wesselink, <br /> Cook, and Associates of Decatur, Larson Engineering Inc. of St. Louis, and appraisal made by <br /> Kent Fitzgerald. <br /> POTENTIONAL OBJECTIONS: The owner, Mr. Charles Barnes, naturally does not want to <br /> lose this parking area which is used by occupants of his adjacent building and those occupants <br /> also will not want to lose the weather protected spaces. <br /> STAFF REFERENCE: Randy Johner, Building Inspection Manager, 217-424-2787 or <br /> r'ohner ,decaturil.gov. <br /> NOTE: This recommendation was tabled at the 7/20/09 Council meeting and since then, <br /> new entries were made to the "timeline"which is attached. <br />
