5/6/09 Sent 15 day letter to all owners of record with owner to repair or demolish.
6/2/09 Ordered appraisal from Kent Fitzgerald.
6/3/09 Met with Charles Barnes, Mayor McElroy, Mr. McCrady, Harry Cook, and
myself at the garage. Charles proposed to repair garage with assistance from City
citing that he had met with a contractor and had plan of action. We will respond next
week.
6/10/09 Met with Charles Barnes, Cindy Bachman, Shirley Henrichs Myer(Property
Managers), Harry Cook, Pete Bayles (B.W.C.), Greg Crowe, Mr. McCrady, and Jim
Rechtin (Western Waterproofing contractors) about a plan of action. Western
Waterproofing proposed a bid of approximately $400,000 to repair first two levels.
B.W.C. would provide drawings for these repairs. Question was brought up about the
viability of changing guardrails to meet current code. I will look into this.
Questions about funding for the project were posed once again with Mr. McCrady
and Greg Crowe explaining details of Faade grants and TIF funds. Mr. Barnes and
his associates were to pursue other funding sources including private lenders.
6/12/09 I responded to Jim Rechtin of Western Waterproofing that plan to repair instead
of replace per code existing guardrail system would be okay.
6/13/09 Met with Mayor McElroy, Mr. McCrady, Wendy Morthland, John Robinson, and
Greg Crowe to discuss current status. Recent correspondence from Ms. Bachman and
Mr. Barnes indicated difficulty in securing funding for project thus no real starting
date to make repairs is evident. Decision was made to proceed with Council
recommendation to demolish structure.
7/20/09 Recommendation was made to City Council to consider property "unsafe" and
move forward with demolition. Council decided to table decision until 9/8/09
meeting to allow more time for owner to obtain financing for repairs.
8/27/09 Received e-mail from Charles Barnes stating that although he has been
unsuccessful in obtaining financing, he will proceed via his own resources with some
repairs to first level of garage.
8/31/09 Received e-mail from Mr. Barnes which authorized Jim Rechtin of Western
Waterproofing to proceed with proposal to begin work on first level. City staff has
yet to approve this work but will review plans when submitted.
