Construction documents prepared by a licensed engineer detailing repairs; 2) a <br /> timeline for the work to be done; 3) a statement from Mr. Barnes regarding this <br /> regular maintenance program for the structure; 4) a copy of all documents prepared <br /> by B.W.C. <br /> 12/4/08 Received e-mail response from Mr. Barnes regarding items mentioned in my <br /> 11/24/08 letter. <br /> 12/5/08 Received documents prepared by B.W.C. along with schedule for completion of <br /> construction documents. One item needing immediate attention, according to B.W.C. <br /> was repairs to the fascia around the building. <br /> 2/09 Met with B.W.C., Cindy Bachman, new facility manager for Mr. Barnes, and <br /> Charles Barnes via conference call. At this time, Mr. Barnes agreed to complete <br /> repairs and the fascia and informed us that bids for permanent structural repairs <br /> would be in around 3/1/09. <br /> 2/18/09 Permit was issued to Christy Foltz to complete repairs to the fascia. <br /> 3/18/09 Facial repairs completed and inspected satisfactorily. <br /> 3/19/09 Met with Mr. Barnes, via teleconference, Mr. McCrady, and Greg Crowe. At this <br /> time, Mr. Barnes indicated that bids for permanent repairs were at a level that he <br /> could not obtain funding for and he requested any assistance that the City could offer. <br /> He also indicated a desire to have a second opinion from another structural engineer <br /> of his choice. <br /> 3/20/09 I sent e-mail to Mr. Barnes saying that if he wanted a second opinion, I would <br /> need the name and license number of the engineer by Monday, 3/23/09, and the <br /> assessment would need to be completed by 3/27/09. <br /> 3/27/09 Received structural assessment from "Larson Engineering Inc." of St. Louis which <br /> confirmed report by B.W.C. that building is in need of immediate structural repairs to <br /> maintain safety. <br /> 3/30/09 Upon review of report, Mr. Barnes agreed that garage should be shut down as of <br /> 4/16/09 but asked that first floor be allowed to remain open. <br /> 4/8/09 Received letter from B.W.C. with recommendation that North leg of first floor(N. of <br /> column 5) would be safe to use for 6 months only (expiring 9/8/09) <br /> 4/14/09 Letter sent to Mr. Barnes from Greg Crowe stating that: <br /> 1. Garage should be closed for all parking except a portion of lower level by <br /> 4/16/09. <br /> 2. City would not, at this time, be able to fund repairs nor would we be interested in <br /> using his building for Police Department, as Mr. Barnes suggested. <br /> 3. Statement that demolition may be most cost effective solution and proposal that <br /> structure be deeded to City to handle. <br /> 4. List of options for repayment of demolition costs. <br />
