BWC#546-0801 F/C 3.1 <br /> August 21, 2009 <br /> City of Decatur <br /> #1 Gary K Anderson Plaza <br /> Attn: Randy Johner <br /> Department of Building Inspections <br />' Decatur, IL 62523 <br /> RE: BARNES/CITIZENS BUILDING <br /> Parking Garage <br /> SUPPLEMENTAL STATEMENT <br /> Dear Mr. Johner: <br /> As you know Blank Wesselink Cook and Associates' letter of April 8, 2009 provided our opinion <br /> regarding public safety and the conditional continued use of the Barnes Citizens Parking <br /> Garage. <br /> Mr. Barnes indicated to me that he is concerned that there may be a misunderstanding of our <br /> opinion as expressed in that letter and he has asked for a supplemental statement. In response <br /> to his request we offer the following supplemental statement. <br /> Blank Wesselink Cook and Associates' letter of April 8, 2009 established the conditions under <br /> which the structure is safe for occupancy. Based on our observation of the garage on August <br /> 18, 2009, it appears that the restricted usage at that time was in compliance with the conditions <br /> of continued safe use established in our April 8, 2009 letter. Given the continuing deterioration, <br /> this statement remains effective for a period of 6 months from April 8, 2009 at which time an <br /> inspection and reassessment is required.
