McCrady, City Manager ,, 1
Richard G. Marley, P.E., Director o Public Works
  ,
SUBJECT: Concrete Pavement Improvements:
West Main Street—Diamond Grinding/Patching
North Taylor Avenue—Diamond Grinding/Patching
City Project 09-11
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution awarding the contract for
Concrete Pavement Improvements, City Project 09-11, to Kinney Contractors, Inc., as the lowest,
responsible bidder in the amount of$582,357.50, and that the Mayor be authorized to execute the
contract, and the City Clerk to attest.
BACKGROUND:
Prior Council Action
The Concrete Pavement Improvement Project is an annual street improvement project for the City.
Project Description
The project consists of concrete patching, installing dowel bars, repairing cracks, and other necessary
paement repairs prior to diamond grinding on West Main Street between Victoria Place and Wyckles
Road and on North Taylor Avenue between King Street and Grand Avenue. West Main and North
Taylor are concrete streets with faulted joints and deteriorating pavement. The proposed repairs will
replace damaged sections of concrete and strengthen the remaining sections with added reinforcement.
The concluding treatment will be grinding off up to '/z" of the surface to restore the pavement to a
smooth condition which will reduce the damage caused by traffic impacts to the faulted joints and
cracks. Diamond grinding is a common pavement treatment that uses a series of diamond tipped saws
to remove a small amount of the paement surface in order to smooth out bumps and faults.
Alternate Bid
Diamond grinding on Taylor Avenue was proposed as an alternate bid due to concern with the
estimated project cost. It was determined that this portion of the work could be completed at another
time if costs exceeded the funding allocated for the work.
Page 1
