Kinney Contractors, Inc. <br /> provided the low bid for the work. They adhere to the Illinois Prevailing Wage requirements and have <br /> successfully performed concrete patching work for the City in past years. It is recommended that the <br /> City Council approve a contract with Kinney Contractors, Inc. to perform the concrete pavement <br /> improvement project. <br /> Staff recommends performing the full project including the alternate which involves diamond grinding <br /> on Taylor Avenue between King Street and Grand Avenue. The Taylor Avenue pavement is concrete <br /> that was mixed using river rock creating a very hard pavement which costs more to grind than the more <br /> common concrete used on West Main which used limestone. This accounts for the difference between <br /> the Engineer's Estimate and the actual bid for the Taylor Avenue diamond grinding alternate. <br /> POTENTIAL OBJECTION: The project performed by Kinney Contractors, Inc. in 2002 was <br /> marked by labor difficulties. Kinney has since rectified its labor problems through agreements with <br /> various labor unions and are a successful concrete pavement rehabilitation contractor. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact <br /> Funding for this project is budgeted in the General Street Capital Fund. The recommended low bid <br /> amount is $582,357.50 for the Base Bid+Alternate. <br /> The project should begin in August and be completed by November, 2009. <br /> Page � 2 <br />
