. Y
The project plans and specifications were prepared by Engineering Division staff. The project was
advertised July 22, 2009, and bids were opened on August 6, 2009. The results for the letting are as
follows:
Compared to
Base Bid+ Engineer's Est.
Bidder Base Bid Price Alternate Alternate Over -Under
Kinney Contractors, Inc. $497,857.50 $84,500.00 $582,357.50 (-19.70%)
Otto Baum Company $564,706.50 $84,000.00 $648,706.50 (-10.55%)
En ineer's Estimate $655,230.15 $70,000.00 $725,230.15 -------------
Recommendation
All bidders meet the requirements of the City's responsible bidder ordinance. Kinney Contractors, Inc.
provided the low bid for the work. They adhere to the Illinois Prevailing Wage requirements and have
successfully performed concrete patching work for the City in past years. It is recommended that the
City Council approve a contract with Kinney Contractors, Inc. to perform the concrete pavement
improvement project.
Staff recommends performing the full project including the alternate which involves diamond grinding
on Taylor Avenue between King Street and Grand Avenue. The Taylor Avenue pavement is concrete
that was mixed using river rock creating a very hard pavement which costs more to grind than the more
common concrete used on West Main which used limestone. This accounts for the difference between
the Engineer's Estimate and the actual bid for the Taylor Avenue diamond grinding alternate.
POTENTIAL OBJECTION: The project performed by Kinney Contractors, Inc. in 2002 was
marked by labor difficulties. Kinney has since rectified its labor problems through agreements with
various labor unions and are a successful concrete pavement rehabilitation contractor.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City Engineer.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact
Funding for this project is budgeted in the General Street Capital Fund. The recommended low bid
amount is $582,357.50 for the Base Bid+Alternate.
The project should begin in August and be completed by November, 2009.
Page 2
