• (
ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 09-59
August 12, 2009
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Greg C. Crowe, Assistant City Manag
SUBJECT: 6-Month Residential Recycling Extension with Suburban Disposal
SUMMARY RECOMMENDATION: Staff recommends approval of the 6-month recycling
extension with Suburban Disposal for the City's residential curbside recycling program.
BACKGROUND: The City Council approved a 5 year agreement in 2004 with Suburban Disposal
to provide residential curbside recycling pickup. The current contract is set to expire on September
30, 2009. The proposal would extend the contract until March 31, 2010. The terms of the original
contract will be extended throughout the 6 months including the nortnal CPI-U adjustment.
Before the end of the extension in March 31, 2010, City staff proposes to submit a Request for
Proposals for Household Recycling Services that will hopefully expand the allowable types of '
' recyclables and encourage a greater rate of households recycling in the City. Given the currently
reduced market for recyclables and the economic downturn, City staff hopes to receive a variety of
proposals to choose from next spring.
POTENTIAL OBJECTION: There are no known objectors.
INPUT FROM OTHER SOURCES: Corporation Counsel has reviewed the 6-month recycling
extension agreement letter.
STAFF REFERENCE: Any additional questions may be forwarded to Greg C. Crowe at 424-2727
or at crowe ,decaturil. ov.
BUDGET/TIME IMPLICATIONS: The normal CPI-U adjustment for the service fee will be
extended through the 6-month extension. It is anticipated the service fee will be reduced because of a
decrease in the CPI-U over the last year.
