Alexander, Director of Water Management � <br /> SUBJECT: Water System Improvements Phase II—City Project W06-03 <br /> Construction Contract Time Extension <br />, SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing a time extension for the Water System <br /> Improvements Phase II construction contract with Christy-Foltz, Inc. at no cost to either party. <br /> BACKGROUND: <br /> Council awarded a $1,796,384 construction contract to Christy-Foltz in November 2008. Shortly <br /> thereafter, numerous vendors quoted Christy-Foltz with equipment delivery dates. As the project <br /> progressed these vendors could not meet the original delivery dates, which has significantly <br /> delayed Christy-Foltz in being able to install the equipment on time. <br /> Equipment delivery was significantly delayed on these items: lime slaker, polymer feed system, <br /> powder activated carbon feed system, filter system backup controls, dam structure SCC panel, <br /> raw water pump station SCC panel, William Street SCC panel, Friends Creek SCC panel, <br /> Fairview Road SCC panel, Long Creek SCC panel, Monticello Road SCC panel, Division Street <br /> SCC panel, Garfield SCC panel, Brush College Tap SCC panel, bulk storage tank level panel, <br /> carbon slurry control panel, sodium hydroxide water addition control panel, sodium hydroxide <br /> transfer pumps control panel, coagulant polymer transfer pumps control panel, and the <br /> polyphosphate transfer and mixing control panel. <br /> The contract also provides for two radio antennas to be installed by Christy-Foltz on the City's <br /> Garfield Avenue water tank. The City's tank rehabilitation contractor has not completed their <br /> work yet on the Garfield tank. Christy-Foltz cannot complete their wark until the rehabilitation <br /> has been completed. <br /> Additionally, the contract provides for a stream gauging station control panel to be installed by <br /> Christy-Foltz on the new Friends Creek bridge at State Route 48 near Argenta. The State of <br /> Illinois has not completed the new bridge. Christy-Foltz cannot complete their work until the <br /> new bridge is built. <br /> The contract allows for Christy-Foltz to request additional time to complete their work due to <br /> circumstances beyond their control. Strand Associates (the City's engineering consultant on this <br /> project) and City staff concur that the request is reasonable and recommend approval thereof. <br />
