' • August 18, 2008- Council approved Resolution 2008-125 authorizing an agreement <br /> with BWC to provide engineering services to update the plans and specifications for the <br /> rehabilitation work on the Garfield Avenue Bridge. The cost of this work was not to <br /> exceed $15,000. <br /> • October 20, 2008- Council approved Resolution R2008-173 authorizing an additional <br /> $24,000 to the agreement with BWC, for a total not to exceed $39,000 for engineering <br /> services to prepare and update rehabilitation plans and project manual for the Garfield <br /> Avenue Bridge. <br /> Apri120, 2009- Council approved Resolution R2009-47 authorizing a Local Agency <br /> Agreement for Federal Participation to utilize $720,000 in Federal American Reinvestment <br /> and Recovery Act funds and $180,000 in City matching funds for the rehabilitation of the <br /> Garfield Avenue Bridge over CNIC Rail Road, and; Resolution R2009-48 appropriating <br /> $180,000 in Motor Fuel Tax(MFT) funds to pay the City's estimated portion of the <br /> Garfield Avenue Bridge project, and; Resolution R2009-49 authorizing an agreement with <br /> Blank, Wesselink, Cook&Associates., (BWC) to provide construction engineering <br /> services for the Garfield Avenue Bridge project for a fee not to exceed $15,000. <br /> Brief History <br /> City owned bridges are inspected every 2 years as required by the Federal Government. <br /> Inspections of the Garfield Avenue Bridge over the CNIC Rail Road have indicated progressing <br /> deterioration resulting in an urgent need to perform major repairs to reinforce piers 3 and 6 along <br /> with minor concrete repairs at other locations on the bridge. In August 2008, the City was <br /> required by the Illinois Department of Transportation(IDOT)to post the bridge to not allow <br /> overweight permit loads. If deterioration is allowed to progresses, further weight restrictions may <br /> be necessary that would eliminate fire trucks or school busses. <br /> Bids Received <br /> The rehabilitation plans were prepared by BWC and approved by IDOT. Bids were received by <br /> IDOT on June 12, 2009. The results were reported to the City as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> BWC's Estimate $ 850,000.00 ----- <br /> Halverson Construction Co. $1,166,472.80 37.23% <br /> Inc. - Springfield, IL <br /> St. Louis Bridge Co. - $1,276,093.00 50.13% <br /> Arnold, MO. <br /> The bids exceeded the estimated construction cost originally prepared for the design. IDOT does <br /> not release any detailed information about project bid prices until the construction contract is fully <br /> executed. As a result, it is difficult to fully assess the reasons bid prices are higher than the <br /> Engineer's estimate. Because bids on the Garfield Bridge were so much higher than the estimate <br /> City staffrequested IDOT perform an analysis of the bids to help explain the higher than <br /> anticipated bid prices. Additionally, City Engineering staff contacted Halverson Construction <br /> Company seeking an explanation.
