Marley, P.E., Director of PubGc Works ��7��`�� <br /> SUBJECT: Garfield Avenue Bridge over CNIC Railroad Improvement- Amendment#1 <br /> City Project OS-03, Section 0&00503-00-BR <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that City Council adopt the attached Resolutions authorizing the Mayor to sign <br /> and the City Clerk to attest to the following items regarding the improvement of the Garfield <br /> Avenue Bridge over the CNIC Rail Road: <br /> 1. Local Agency Amendment #1 for Federal Participation to utilize a maximum of$792,000 <br /> in Federal American Reinvestment and Recovery Act funds and $374,473 in City matching <br /> funds for the rehabilitation of the Garfield Avenue Bridge over CNIC Rail Road, and; <br /> 2. Additional appropriation of$200,000 in Motor Fuel Tax(MFT) funds to pay the City's <br /> estimated portion of the Garfield Avenue Bridge project. This is combined with$180,000 <br /> appropriated on Apri120, 2009, for a total authorized MFT allocation of$380,000. <br /> BACKGROUND: <br /> Prior Council Action <br /> • September 6, 2005 - Council approved Resolution 2005-116 awarding a contract to <br /> BWC, in the amount of$35,200, to provide professional design services to rehabilitate <br /> the Garfield Avenue Bridge. <br /> • December 19, 2005 - Council approved Resolution 2005-189 awarding an additional <br /> $7,500 to the agreement with BWC, for a total not to exceed $42,700, in order to provide <br /> structural analysis and design of the proposed support system for the Garfield Avenue <br /> Bridge. <br /> • June 16, 2008- Council approved Resolution 2008-97 awarding a$6,100 contract with <br /> BWC to provide engineering services for an in depth inspection of the Garfield Avenue <br /> Bridge. This inspection noted further deterioration and recommended a more immediate <br /> repair project. IDOT has ordered that the bridge be signed to prohibit overweight permit <br /> loads. <br /> • August 4, 2008- staff updated Council with a "Green Sheet Memo"on the current <br /> weight limits placed on the Garfield Avenue Bridge and expected time frame for further <br /> inspections and construction plans. <br /> Page � l <br />
