Marley, P.E., Director of Public Works t��•�� SUBJECT: Street Restoration, City Project 09-08, Section No. 09-00908-00-FP SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution awarding the contract for Street Restaration, City Project 09-08, to Dunn Company, A Division of Tyrolt, Inc., as the lowest, responsible bidder in the amount of $2,242,439.35, and that the Mayor be authorized to execute the contract and the City Clerk to attest. BACKGROUND: Prior Council Action March 28, 2009, in Study Session for the Capital Improvement Plan review, City Council received maps and location tables identifying streets recommended for improvement during 2009. The Street Restoration Project is an annual street improvement project for the City. Apri120, 2009 - Council approved Resolution R2009-53 appropriating $2,200,000 of Motor Fuel Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of the Illinois Highway Code. Streets Inspected Annually The Engineering Division inspects and rates approximately 1/2 ofthe City's streets on a yearly basis. The results of these inspections are input into a computer database which is used to project the future condition of the streets based on their current condition, historical condition, surface type (i.e. brick, concrete, asphalt, etc.), average daily traffic, and traffic type (i.e. trucks, cars, etc.). This data is then paired with available funding and is used as a basis to aid City Engineering in the preparation of the City's yearly street improvement program. Staff then determines which streets need to have the surface overlaid or be totally reconstructed. Project Description This year's Street Restoration Project is focused toward reconstructing existing streets that have exceeded their usefizl life and restoring them to new condition. This work involves pulverizing the existing pavement and base together and then regrading the base to the proper crown and then stabilizing the base by mixing cement into the base material. The stabilized base is then overlaid with 3 inches of asphalt. This work should result in a new street with a life that could last 50 or more years with normal maintenance and overlay work. Page � 1
