Engineering Design Necessary <br /> During the heavy rains experienced in early June 2008, a landslide occurred on the south side of I <br /> Lincoln Park Drive near Sycamore Street, where the Sangamon River flows adjacent to the <br /> roadway. The slide damaged a portion of the bike trail and threatens to undermine Lincoln Park <br /> Drive. <br /> City staff approached SKS to perform a survey of the slide area and provide some preliminary <br /> work to assess the damage and recommend repair options to stabilize the slide and keep it from <br /> encroaching onto Lincoln Park Drive. SKS is a local firm specializing in geotechnical work such <br /> as is required to stabilize the Lincoln Park Drive landslide. They have assisted the City on <br /> projects such as this in the past. <br /> After preliminary work was completed, it was necessary to execute a more extensive design <br /> effort to prepare the plans and specifications necessary to contain this damage. On December 1, <br /> 2008, the City Council approved a resolution authorizing an agreement with SKS to complete <br /> this additional design, in the amount of$20,000. <br /> Bid Information and Results <br /> The project plans and specifications were prepared by SKS. The project was advertised May 6, <br /> 2009, and bids were opened on May 29, 2009. The results for the letting are as follows: <br /> Compared to Engineer's Estimate <br /> Bidder Bid Price Over(-Under) <br /> Engineer's Estimate $272,730.00 --- <br /> Mid-States Gen. & Mech. $550,600.00 101.88% <br /> Contracting Corp. <br /> Mid-States General and Mechanical Contracting Corporation is the only bidder in compliance <br /> with the City's Responsible Bidder's Ordinance. Hutchen's Bulldozing, Inc. submitted a bid in <br /> the amount of$312,962.00 but does not meet the City's Responsible Bidder's Ordinance. Staff <br /> will re-examine the proposed project to look for ways to develop a more economical design and <br /> re-bid the project. <br /> POTENTIAL OBJECTION: There are no known objections to this request. <br /> INPUT FROM OTHER SOURCES: SKS Engineers, Inc., Decatur Park District <br /> STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City <br /> Engineer.
