The two main purposes of the street reconstruction pmject are (1)to increase the useful life of a
pavement in advance of its deteriorating to a condition that would require the complete
replacement of the street; and (2)to improve the street's ride ability. Mill and overlay work
requires a sound pavement substructure so candidate streets are not selected on a`vorst first"
basis but rather on a"life extension" basis. This year's program includes approximately 5.0
centerline miles of streets in the City. A listing of streets in this year's project is attached.
The project plans and specifications were prepared by Engineering Division staff. The project
was advertised May 13, 2009, and bids were opened June 1, 2009. The results for the letting are
as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over(-Under)
Engineer's Estimate $601,764.38 ----
Dunn Company, A
Division of Tyrolt, Inc. $735,311.16 22.19%
Illinois Valley Paving Co. $778,287.35 29.33%
Dunn Company is in compliance with the City's Responsible Bidder's Ordinance and has
complied with the Illinois Prevailing Wage Act for many years. Dunn provided the low bid for
the proposed work and has performed this work well in past years. In spite of the work
Engineering staff puts in to stay in touch with the price of materials, particularly petroleum based
materials, the volatile market provided bids higher than those anticipated by staff. The unit
prices provided for the work are in line with current market rates. Staffrecommends the City
Council approve a contract with Dunn Company to perform the Street Reconstruction project.
POTENTIAL OBJECTION: There are no known objections to this resolution and bid award.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City
Engineer. Richard Marley will be in attendance at the City Council meeting to answer any il
questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact
Funding for this project is budgeted in the General Street Capital Fund. The recommended low
bid amount is $735,311.16. Additional funds will be allocated from concrete street projects in
the Capital Improvement Plan.
The project should begin in June and be completed by September, 2009.
Staff Impact
Stafftime has been allocated for this project in the Capital Improvement Plan.
Page ( 2
