February 2, 2009—In study session, staffupdated the City Council on the status of the Eldorado <br /> Street Enhancement Project including project schedule, current project status, current work <br /> activity and current cost estimate. <br /> February 17, 2009—Staff sent a"Green Sheet Memo" showing Council Members the <br /> landscaping plans of the Eldorado Street Enhancement Project including the proposed locations <br /> for ornamental fencing. <br /> March 2, 2009 - Council approved Resolution R2009-21 approving an Agreement with the State <br /> of Illinois for the construction of the Eldorado Street Enhancement Project and for the <br /> expenditure of$308,280 in City funds to provide the 20% funding match. The Council also <br /> approved Resolution R2009-22 authorizing $41,640 in additional funds for URS for additional <br /> design work and construction assistance. <br /> Project Status and Schedule <br /> The Illinois Department of Transportation(IDOT) opened bids for the Eldorado Street <br /> Enhancement Project on Apri124, 2009 and announced that Otto Baum, Inc. provided the low <br /> bid of$2,246,103.50. The City funds required to match the low bid were estimated to be <br /> $269,559.43 which is $38,720.57 below the$308,280 authorized by Council. City staff <br /> concurred with awarding the bid to Otto Baum. <br /> A preconstruction conference is scheduled to be held at the IDOT District 7 offices in Effingham <br /> on June 3, 2009. Construction should begin before June 13 and is expected to be largely <br /> completed by the end of the 2009 construction season with final completion expected by late <br /> spring or early summer of 2010. The streetscape improvements include new concrete sidewalks, <br /> brick paved boulevard areas, ornamental street lighting, trees, shrubs, flowers, ornamental <br /> fencing, and planters. As part of the project, the Illinois Department of Transportation is funding <br /> pavement improvements which will include milling offthe old surface and replacing it with new <br /> asphalt pavement. <br /> All easement acquisition has been completed and approved by IDOT. <br /> Proposed C6ange Order <br /> In order to keep the estimated project within the$1.5 million Illinois Transportation <br /> Enhancement Project (ITEP) spending authority during the pre-final design, the City directed <br /> URS to remove street lighting improvements from approximately 1/3 of the project. The low bid <br /> received in April was very favorable to the City and would leave$197,078 in ITEP funding <br /> remaining unspent. <br /> City staffdiscussed the ITEP fund balance with IDOT and determined that it is possible to <br /> execute a change order to restore the deleted street lighting improvements to the remaining 1/3 of <br /> the project. Preliminary estimates indicate that the costs should be close to the remaining ITEP <br /> balance and 20% City match which totals approximately$246,347 ($197,078 plus a City match <br /> of$49,269). <br /> Page � 2 <br />
