Mass Transit Memorandum
No. 051509-1
May 15, 2009
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administratgrr

SUBJECT: Agreement for Transit Management
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: contract for management of the Transit System to McDonald
Transit Associates, Inc.
BACKGROUND: The City now has a contract with First Transit,Inc., to manage the
Transit System. Attached is the scope of services for the transit
management contract. The current contract will expire on June 30tn
Staff advertised for proposals for a firm to manage the Transit
System in the national, industry magazine, "Passenger Transport",
published by the American Public Transportation Association. The
advertisement stated that the term of the contract would be three
years, plus two option years. Seven firms responded to the
advertisement and requested the full request for proposals (RFP).
Only First Transit and McDonald Transit Associates submitted
proposals by the deadline. Attached is a Bid Tabulation sheet that
shows the management fees proposed by both firms. Staff has
determined that both proposals meet the minimum specifications
published in the RFP and all of the other requirements of the bidding
process. Staff found that both firms are capable of and competent to
perform the work. The three member Evaluation Committee,
appointed by City Council, reviewed both proposals and held
telephone interviews with representatives of the two firms. The
Committee members scored each firm using the evaluation criteria
contained in the RFP. Attached is a scoring sheet showing the
average scores given by the Committee members. As the scoring
sheet shows, the Committee recommends that the management
contract be awarded to McDonald Transit Associates.
POTENTIAL First Transit will be represented at the City Council meeting to
OBJECTION: present their case.
INPUT FROM Evaluation Committee members Patrick Laegeler, Betsy Stockard,
OTHER SOURCES: and Paul McChancy
STAFF REFERENCE: Paul McChancy, Mass Transit-Administrator
BUDGET/TIME Awarding this contract would increase the management fee which
IMPLICATIONS: would exceed the budgeted amount by$9,865 for FY 2009-2010.
