Mass Transit Memorandum <br /> No. 042809-1 <br /> April 27,2009 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager '"' <br /> Paul McChancy, Mass Transit Administrator �='in� <br /> SUBJECT: Agreement for Transit Vending Machine Operator <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: contract for a vending machine operator for the Transit System to <br /> Elliott's Canteen Services, Inc. <br /> BACKGROUND: Staff advertised for proposals for an individual or firm to serve as <br /> a vending machine operator for the Transit System. An advertise- <br /> ment was placed in the Decatur Tribune, notices were mailed to 5 <br /> area vending companies, and a notice was placed on Transit's Web <br /> site. Three proposals were received, as shown on the attached bid <br /> tabulation sheet. Staff has determined that all three proposals met <br /> the minimum specifications published in the request for proposals <br /> and all of the other requirements of the bidding process. Staff <br /> found that all of the firms are capable of and competent to perform <br /> the work. Transit's General Manager and Administrator reviewed <br /> the three proposals and rated the firms based on their previous <br /> experience,proposed service, and bid amount. Both staff <br /> reviewers rated Elliott's Canteen Services highest. In making this <br /> recommendation,both reviewers gave preference to C&G 5 Star <br /> Vending, a firm supported by the Illinois Deparhnent of Human <br /> Services, Business Enterprise Program for the Blind. C&G 5 Star <br /> Vending, which currently operates Transit's vending machines, is <br /> owned and operated by a blind person. Staff felt that the C&G 5 <br /> Star Vending should receive preference over Breakroom Services, <br /> Inc., but not over Elliott's Canteen Services. <br /> POTENTIAL An objection might be made by the Illinois Department of Human <br /> OBJECTION: Services, even though staff did give preference to the business <br /> owned by a blind person, as required by 20 ILCS 2420, "Blind <br /> Persons Operating Vending Facilities Act. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator ' <br /> BUDGET/TIME Awarding this contract would increase the City's revenue from <br /> IMPLICATIONS: concession sales, and would not require additional staff time. <br />
