Marley, P.E., Director of En ineerin & Infra tru c t i tre <br /> g g <br /> SUBJECT: Annual Sanitary Sewer Inspection Program, City Project 09-19 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing an agreement <br /> with Tele Scan, Inc., for pipeline inspection services to be used in the Annual Sanitary Sewer <br /> Inspection Program, City Project 09-19. The resolution authorizes the Mayor to execute an <br /> agreement with Tele Scan, Inc., and for the expenditure of up to $350,000 under this agreement for <br /> pipeline televising, and other inspection and investigative work necessary in the maintenance of the <br /> City's sanitary sewer system. <br /> BACKGROUND: <br /> Prior Council Action <br /> The sewer televising program has been approved by the City Council as an annual project since 1996. II <br /> May 2006- Council approved Resolution R2006-67, an agreement with Tele Scan, Inc., for pipeline <br /> inspection services for a fee of$250,000 with renewal for up to three years. <br /> May 2007— Council approved Resolution R2007-73, an agreement with Tele Scan, Inc., for pipeline <br /> inspections services for a fee of$250,000. <br /> May 2008— Council approved Resolution R2008-50, an agreement with Tele Scan, Inc., for pipeline <br /> inspections services for a fee of$400,000. <br /> Pipeline Inspection Services are Necessary to City's Sewer Maintenance Program <br /> Pipeline inspection services have proven invaluable in locating problems and answering questions <br /> that arise in the normal maintenance of the City's sewers along with ongoing condition assessment. <br /> Major work items are detailed below: <br /> 1. Sewer Line Inspections: This work is performed through the insertion of a camera that is <br /> driven or pulled through sewer lines in order to determine the condition of the line. This <br /> information assists staff in preparing improvement projects or identifying maintenance needs. <br /> As in 2008, the emphasis on televising will be large diameter critical sewers. <br /> 2. Manhole Inspections: Manholes are often a weak link in the sewer system in that they are <br /> direct access points to the sewer system. Many manholes are located on streets and are <br /> subject to traffic loads and heavy storm water inflow. These forces often have a significant <br /> effect on the structural integrity of a manhole and the sewer system in general. A significant <br /> Page � 1 <br />
