step in improving the overall reliability of the City's sewer system and decrease storm water inflow is to gain information on the condition of the City's manholes and improve them. 3. Smoke Testin�: This work involves forcing smoke through a sewer line to determine if there are holes in the line that allow storm water to flow into the line causing sewer overflows. Smoke testing can be used to identify illegal sewer connections and damaged pipe. 4. Manhole Rehabilitation: A contract unit price is provided to allow the contractor to repair damaged manholes without going to the expense to dig it out and replace them. If manhole deterioration is caught early enough, a significant amount of money is saved by lining to restore its structural integrity. 5. Point Repairs: Point repairs involve placing a small liner to repair a specific spot of damaged pipe without having to resort to digging the pipe up and replacing it. As with manhole ' rehabilitation, if pipe damage is caught early enough, there are significant cost savings in spot lining a damaged section of pipe as opposed to digging it up. 6. Special Studies: This work involves investigating the sewer system to find unknown connections, unknown manholes or pipelines. Special studies have been made to identify sources of abnormally heavy flow in sewers, locations where storm water is infiltrating into the pipe causing overflows, or where there are incidents of heavy grease clogging the line causing sewer backups. 7. On-Call Inspections: On-call inspections are generally used to investigate critical sewer problems such as sinkholes, blocked sewer services or mains, maintenance problems and some residential complaints. The ability to quickly get a camera into a line that is experiencing a failure of some type provides maintenance staff with a large amount of information to be used in determining a proper course of action. As in the past fiscal yeaz, staffproposes to continue focusing televised inspection efforts on large diameter sewers in the city. These sewers are generally very deep and critical to the City's sanitary sewer system. Failure in one of the City's large diameter sewers can be catastrophic thereby making it imperative that these sewers be monitored and maintained. Request for Proposals Issued In March 2009, the City's Engineering and Infrastructure Department issued a Request for Proposal (RFP) to obtain proposals from firms interested in providing pipeline inspection services for up to three fiscal years beginning with Fiscal Year 2010. Proposals were sent to ten firms who perform televising and inspection services within Illinois. Proposals were received from: • Tele Scan, Inc. of Mt. Zion, Illinois ' • Walden Associated Technologies, Inc. of Glen Carbon, Illinois The submitted proposals were reviewed on the range of services provided, the quality of inspections, the firm's ability to respond rapidly to emergency inspection requests, proximity of the firm to �' Decatur and the general cost for services. Professional services contracts are not bid but are awarded �I based on the firm's ability to serve the City. The proposed agreement includes set costs for certain I work items which provide general cost comparisons shown in Table 1, attached at the end of this ' memo. Recommend Tele Scan Staffrecommends that Tele Scan, Inc. be retained to provide the professional services requested to assist the City in the maintenance of its sanitary sewer system.
