• August 4, 2008 - staff updated Council with a "Green Sheet Memo"on the current <br /> weight limits placed on the Garfield Avenue Bridge and expected time frame for further <br /> inspections and construction plans. <br /> • August 18, 2008- Council approved Resolution 2008-125 authorizing an agreement <br /> with BWC to provide engineering services to update the plans and specifications for the <br /> rehabilitation work on the Garfield Avenue Bridge. The cost of this work was not to <br /> exceed $15,000. <br /> • October 20, 2008- Council approved Resolution R2008-173 authorizing an additional <br /> $24,000 to the agreement with BWC, for a total not to exceed $39,000 for engineering <br /> services to prepare and update rehabilitation plans and project manual for the Garfield <br /> Avenue Bridge. <br /> Past Inspections <br /> Inspections of the Garfield Avenue Bridge over the CNIC Rail Road have indicated progressing <br /> deterioration resulting in an urgent need to perform major repairs on piers 3 and 6 along with <br /> minor concrete repairs at other locations on the bridge. Recent advances in construction <br /> foundation technology enable the priers to be rehabilitated without totally removing them. This <br /> results in a more cost effective design. <br /> Proposed Funding <br /> The Garfield Avenue Bridge has been approved for 80% funding provided through the American <br /> Recovery and Reinvestment Act (ARRA) which has allocated over$2.9 million to be spent on <br /> transportation projects in the Decatur urbanized area. The attached Local Agency Agreement for <br /> Federal Funding authorizes the use of up to $720,000 in Federal ARRA funding to cover 80%of <br /> the project with the City covering the remainder of the costs which are estimated to be $180,000 or <br /> 20%. It is proposed that the City pay its portion of the estimated project costs with MFT funds. <br /> The City needs to retain the services of a structural engineer to provide construction engineering <br /> assistance during the course of the project. Based on previous experience, problems, issues or <br /> questions may arise during the bridge construction that can only be addressed by an licensed <br /> structural engineer. BWC has proposed an amount of$15,000 to perform reviews of the various <br /> structural items involved in this project. They will approve construction details provided by the <br /> contractor and address issues or answer construction questions that arise during the project. <br /> The Garfield Avenue Bridge project is to be awarded on the State bid letting on June 12, 2009, <br /> with construction expected to begin in July.
