, , 3
BUDGET/TIME IMPLICATIONS:
Budget Impact:
Construction of the Garfield Avenue Bridge Improvement project is estimated to cost $900,000,
the exact cost will not be known until bids are received on June 12, 2009. 80% Federal ARRA
funding ($720,000) is proposed with the City paying the remainder of the costs which are
estimated to be $180,000. Funding for the City's portion of the Garfield Avenue Bridge project
will come from the Motor Fuel Tax Fund. If the bid price is greater than the estimated cost, this
amount may need to be revised when the bids are opened in June.
A construction engineering agreement with BWC is proposed for a not to exceed amount of
$15,000. The City needs the services of a structural engineer to assist with structural reviews
during the project.
Staffing Impact:
The Capital Improvement Plan has allocated stafftime for managing the project.
The Garfield Avenue Bridge project is to be awarded on the State bid letting on June 12, 2009,
with construction expected to begin in July. The work should be completed late this year.
This Memorandum was prepared by Matthew C. Newell, P.E., City Engineer.
Attach: 5
cc: John Smith, Assistant City Manager for Public Services
Dick Borders, Municipal Services Manager
Bob Dean, Blank, Wesselink, Cook &Associates
Nita Miller, Illinois Department of Transportation
Page 3
