Chastain &Associates, LLP, <br /> For Final Desi� of the MacArthur Road Bridge over Steven's Creek <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached Resolution authorizing <br /> an Agreement with Homer L. Chastain &Associates, LLP, (Chastain) for the final design of <br /> the MacArthur Road Bridge Over Stevens Creek, and the Mayor to sign and the City Clerk to <br /> attest. The expenditure for these services is not to exceed $98,971. <br /> BACKGROUND: <br /> Prior Council Action <br /> • August 2, 2004—Council approved Resolution R2004-115 authorizing an Agreement <br /> with Chastain to inspect five precast concrete deck bridges, including MacArthur/ <br /> Steven's Creek, for a fee not to exceed $7,965. <br /> • August 6, 2007—Council approved Resolution R2007-139 authorizing an Agreement <br /> with Chastain for engineering services to complete a preliminary design for a fee not to <br /> exceed $35,913. <br /> Background <br /> In 2004 The Illinois Department of Transportation notified governmental entities throughout <br /> the State that problems had been detected in precast deck beam bridges. These bridges are <br /> strengthened with cables that have been placed under tension within the beams in order to <br /> provide support for the structure. <br /> It had been found in other areas of the State that the tensioned cables within these bridges can <br /> deteriorate to the point of failure while showing few outwazd signs. At the time, IDOT advised <br /> an in-depth inspection of these bridges. Chastain's 2004 review indicated a need to replace the <br /> bridge deck at a future date. In April, 2007, staffrequested Chastain to update the structure <br /> review prior to a contract for design. The follow-up inspection by Chastain and the Illinois <br /> Department of Transportation(IDOT) indicated the need to replace the entire bridge(i.e. deck, <br /> superstructure, and substructure). Their structural review indicated that the bridge is safe at this <br /> time for normal traffic; however, a weight restriction has been placed on the bridge. Due to the <br /> critical nature of this bridge to the area residents for emergency vehicle access, school busses, <br /> etc., the City Council by previous Council action, determined that the bridge should be replaced <br /> Page � 1 <br />
