Additional Design Work and Construction Engineering
To complete the design work and bring the project inline with the budget, URS performed
numerous design iterations to assure the best and most efficient project possible. This additional
work exceeded their scope of work and the approved design budget by$26,268. In addition, the
construction process will require some engineering assistance from URS in helping approve
materials and contractor specifications. In addition, construction issues often arise on most
projects that are best handled by the design engineer. Construction consultation services are
proposed at $15,372 for a total approved engineering fee of$41,640.
Landscape Easement Acquisition ,
The City's landscape easement negotiators continue to work toward securing the necessary
easement to perform the landscaping portion of the project. To date, 18 of the 23 easements are
either approved or nearing approval. All are being acquired at no cost to the City. Easement
negotiation will take place until the second week in March when all will be turned over to IDOT
for final approval for construction.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: Economic and Urban Development Department, Illinois
Department of Transportation, URS
STAFF REFERENCE: Richard G. Marley, Director of Engineering &Infrastructure, and
Greg Crowe, Assistant City Manager for Economic and Urban I)evelopment. Richard Marley
and Greg Crowe will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: The Capital Improvement Plan has allocated $393,750 for the Eldorado
Enhancement Project as shown on the table below. There has been a significant reduction in
easement costs which are generally limited to paying for the negotiation services. The easement
savings combined with payment from IDOT for construction engineering services enables the
current estimate to be $35,893 under the budgeted amount.
It must be noted that actual costs will not be known until bids are opened. If the bid costs are
less than those approved in the agreement, IDOT will award the contract with no further input
from the City Council. If bid prices exceed those indicated, IDOT has normally sought City
concurrence before proceeding to award, although it is not required.
- Page 3
