May 19, 2008—Council approved Resolution R2008-73 approving a supplemental agreement in the amount of$292,327.60 with URS Corporation for the phase II final design of the Eldorado Street Enhancement Project. June 30, 2008—Staff sent a"Green Sheet Memo"to invite Council Members to a Public Information Meeting to discuss the Eldorado Street Enhancement Project. The meeting was held in the Civic Center, from 5:00 P.M. to 7:00 P.M., Tuesday, July 1, 2008. November 3, 2008—In study session, staff updated the City Council on the status of the Eldorado Street Enhancement Project including the current project designs and estimate. February 2, 2009 - In study session, staffupdated the City Council on the status of the Eldorado Street Enhancement Project including project schedule, current project status, current work activity and current cost estimate. February 17, 2009—Staff sent a"Green Sheet IVlemo" showing Council Members the landscaping plans of the Eldorado Street Enhancement Project including the proposed locations for ornamental fencing. � Project Status and Schedule The proposed streetscape improvements include new concrete sidewalks, brick paved boulevard areas, ornamental street lighting, trees, shrubs, flowers, ornamental fencing, and planters. As part of the project, the Illinois Department of Transportation will fund pavement improvements which will include milling offthe old pavement surface and repla�ing it with new asphalt pavement. In order to meet an Apri124, 2009, letting, the City Council must approve the Local Agency Agreement for Federal Participation for the Eldorado Street Enhancement Project which authorizes an estimated expenditure of$308,280 or an amount sufficient to complete the project. '� The cost estimates provided on the agreement are the most recent'estimates provided for the final design that was submitted to IDOT on February 13, 2009. The current streetscape estimate is , projected to be $1,507,400 and will utilize$1,205,920 (80%) in Illinois Transportation ', Enhancement Project (ITEP) funds and a$301,480(20%) match from the City. Pavement work � will be paid 100%by IDOT in addition to a 10%reimbursement to the City for performing ' construction observation. Project work proposed for 100% City funding is to install a manhole for access to a 12" sewer that extends down Eldorado from Martin Luther King, Jr. Drive to Franklin Street. This sewer currently has no access for maintenance or inspection. A second item is to locate raise a manhole that was covered by pavement work many years ago. The manhole work is estimated to cost $6,800. Page � 2
